The year was 1848, and the American frontier was about to be overrun by an army of hungry, disease-riddled immigrants. As a result, Congress passed the infamous “Gag Rule,” which prevented doctors from treating any immigrant who was believed to have contracted tuberculosis (TB). The rule effectively created a two-tiered system of health care in America: the well-to-do could afford to pay for private doctors and clinics while the poor had no other choice but to seek medical attention at the local county hospital.
